MOIRAI – Climate Resilience for Coastal Communities

MOIRAI develops AI-enabled early warning systems and multi-criteria vulnerability and resilience assessment frameworks for coastal regions in the Mediterranean, North Sea and Arctic.

Horizon Europe Demo sites: Mediterranean, North Sea, Arctic
Flood detection using satellite images and vision transformers
Flood detection with satellite imagery and vision transformers supports emergency response and early warning.

Overview

MOIRAI integrates Earth observation data, AI-based surrogate models and multi-hazard risk analytics to support coastal communities facing climate-driven threats such as flooding, storm surge and extreme winds.

The project builds the REASSHORE core system and user interaction modules to connect early warning, decision support and local stakeholders across three representative demo regions.

VELTION in MOIRAI

  • AI-based surrogate models for early warning.
  • Multi-criteria vulnerability & resilience assessment.
  • Core system infrastructure and user interaction modules.
  • Deployment support across all three demo regions.

Objectives

Early Warning

Develop AI-based early warning components to forecast coastal hazards and provide timely alerts to authorities and citizens.

Vulnerability & Resilience

Create a multi-criteria framework to quantify vulnerability, exposure and resilience of coastal communities and infrastructures.

REASSHORE Platform

Implement the REASSHORE core system and user modules for interactive risk exploration, scenario analysis and decision support.

Work Plan & VELTION Tasks

T4.6 – Vulnerability & Resilience

Multi-criteria assessment framework combining hazard, exposure, sensitivity and adaptive capacity indicators for coastal communities.

T6.3–6.5 – REASSHORE & AI

AI-based surrogate models, core system infrastructure and user interaction module for REASSHORE.

T7.2–7.4 – Deployments

Support deployments in Mediterranean, North Sea and Arctic demo sites, including integration with local data and stakeholders.
